West Virginia Engineering Company Licenses

West Virginia Certificate of Authorization (Engineering)

Ownership Requirements:

Business Corporations:

  • Officers and directors need not be licensed, but the corporation must appoint a West Virginia licensed engineer to be responsible for all engineering activities undertaken by the firm in West Virginia.

Limited Liability Companies:

  • Members and managers need not be licensed, but the LLC must appoint a West Virginia licensed engineer to be responsible for all engineering activities undertaken by the firm in West Virginia.

Professional Limited Liability Companies:

  • All members must be licensed in a professional service performed by the PLLC.

Partnerships:

  • Partners need not be licensed, but the partnership must appoint a West Virginia licensed engineer to be responsible for all engineering activities undertaken by the firm in West Virginia.

Initial Registration

This section applies to engineering firms that are applying for a license in West Virginia for the first time. If you already have a license and are looking to renew it, please see the renewal section.

Engineering Authorized Company Application

Agency Fee:

$0 for Sole Proprietorship, $100 for firms with 3 or fewer PEs, or $150 for firms with more than 3 PEs. 

Turnaround:

Within 2 months. Applicants will be notified by mail.

Before you Apply:

Domestic Applicants:

  • Identify a West Virginia licensed engineer to act as the individual in responsible charge of the firm's engineering activities in West Virginia.

Foreign Applicants:

  • Identify a West Virginia licensed engineer to act as the individual in responsible charge of the firm's engineering activities in West Virginia.
  • Obtain a certificate of good standing from your business entity's home state (to be filed during the foreign qualification process). The certificate must dated within the same tax year as the date of filing foreign qualification documents.
How to Apply:

Domestic Applicants:

  1. File an Engineering Authorized Company Application with the Board of Professional Engineers and Professional Land Surveyors for approval.
  2. After board approval, file the approved Authorized Company Application and entity formation documents with the West Virginia Secretary of State - Business and Licensing Division. Certain entitity types may also need to submit a Verification of Eligibility for Professional Business Organizations form.

Foreign Applicants:

  1. File an Engineering Authorized Company Application with the Board of Professional Engineers and Professional Land Surveyors for approval.
  2. After board approval, file the approved verification of eligibility and foreign qualification documents with the West Virginia Secretary of State - Business and Licensing Division. Certain entitity types may also need to submit a Verification of Eligibility for Professional Business Organizations form.

Registration Renewal

This section applies to engineering firms that are already licensed in West Virginia and need to renew their license.

West Virginia Certificate of Authorization (Land Surveying)

Eligible Entity Types:

West virginia allows surveying firms to practice under most entity types, including corporations, professional corporations, LLCs, professional LLCs, and partnerships.

How to Apply:
  1. Secretary of State: Foreign entity registration
  2. Board of Surveyors: Certificate of Authorization

Exception: If the firm’s name includes the word “Engineer” or any version of that word, then a Certificate of Authorization must be applied for and granted from the Board of Engineers before submitting an application for registration with the WV Secretary of State.

All certificates shall expire 10 years from the passing date of the FS examination and cannot be renewed.

Design Firm - Engineering firm registration is sometimes grouped with architecture and land surveying on a single “design firm” application form.

EI (Engineering Intern) - A term also used to describe an Engineer in Training.

EIT (Engineer in Training) - A professional designation granted upon having completed at least 3 years of school at an ABET-accredited university and having passed the FE exam.

FE (Fundamentals of Engineering) - An exam testing on basic engineering principles that is required to become an engineer in training.

PE (Professional Engineer or 'Principles and Practice in Engineering') - Means either Professional Engineer or refers to the Principles and Practice in Engineering exam that is a prerequisite for an engineering license.

Reciprocity - When a licensed engineer in one state can provide documentation (often an NCEES Record) to more easily apply for a license in another jurisdiction.

Accreditation Board for Engineering and Technology (ABET)
Accrediting board that sets standards for university programs in a variety of applied science disciplines.

American Council of Engineering Companies (ACEC)
Engineering, architecture, and land surveying advocacy group.

American Society of Civil Engineers (ASCE)
Organization that provides continuing education, professional conferences, and advocacy efforts to the civil engineering community.

American Society of Mechanical Engineers (ASME)
Mechanical engineering organization that focuses on education and professional development.

Engineering Accreditation Commission (EAC)
Reviews accreditation requirements and makes final decisions regarding the accreditation process.

National Council of Examiners for Engineering & Surveying (NCEES)
Develops, administers, and scores the exams used for engineering licenses.

National Society of Professional Engineers (NSPE)
NSPE is an advocacy group for professional engineers.
